1. Aggravating circumstances will rarely justify a greater-than-double durational departure. However, we must affirm such
a departure unless we have a strong feeling that the sanction imposed exceeds the bounds of proportionality for the offense. 2. A defendant's acquiescence to a particular sentence in the terms of a negotiated plea is not a substantial and compelling
reason to impose a durational and dispositional departure. However, when the negotiated plea acknowledges evidence of substantial
and compelling circumstances supporting departure, the plea agreement may be considered in making a departure.
